Kildare County Council Secures Funding for Six Key Housing Activation Projects
Kildare County Council is set to benefit from major Government investment having secured funding approval for six strategic infrastructure projects under the Housing Infrastructure Investment Fund (HIIF). This marks a significant step forward in accelerating infrastructure and housing delivery across the county.
Kildare County Council’s success reflects a focus on plan led delivery and a proactive, coordinated approach that integrates planning, engineering and delivery functions to identify and progress projects capable of enabling infrastructure and housing at scale.
The six projects, located in priority growth areas across County Kildare, are:
- Captains Hill Upgrade (Leixlip): Enhancing connectivity between Leixlip and the Confey Masterplan lands, including active travel infrastructure. Funding: < €10 million.
- Naas Harbour Pedestrian Bridge: Providing a direct link between the Naas North-West Quadrant master plan lands and the town centre. Funding: < €10 million.
- Maynooth Outer Orbital Road – Crewhill (Phase 1): Delivering a key orbital route to unlock strategic housing lands. Funding: €10–€20 million.
- Naas Inner Relief Road (R445 to Blessington Road): A c.1.6 km route (Phase 1 to Tipper Road) to improve connectivity and reduce congestion. Funding: €10–€20 million.
- Newbridge Southern Orbital Relief Road / River Liffey Bridge: Final section of the orbital route, including c.795 m of road and a new River Liffey crossing. Funding: > €20 million.
- Celbridge / Hazelhatch Mobility Corridor: Connecting the R403 to the R405, including a new River Liffey bridge and c.2 km of road and active travel infrastructure. Funding: > €20 million.
Collectively, these projects have the potential to unlock substantial housing capacity across multiple settlements, supporting a mix of private, social, and affordable housing in line with local and national policy.
Welcoming the announcement, Sonya Kavanagh, Chief Executive, Kildare County Council stated: “This funding will support the early activation of complex sites, enabling infrastructure to be delivered in advance of, or alongside, housing development. The projects demonstrate strong alignment with the objectives of the County Development Plan and Local Area Plans, ensuring that growth is sustainable, compact, and underpinned by appropriate infrastructure.
We also wish to acknowledge our ongoing collaboration with the Department of Housing, Local Government and Heritage, infrastructure providers, and all stakeholders involved in progressing these projects. This coordinated approach has been instrumental in demonstrating project readiness, value for money, and overall deliverability.”
Kildare County Council will now advance the projects through detailed design, procurement, and delivery stages, with a strong focus on early housing output and the creation of well-serviced, sustainable communities across the county.
